What is the role of the Rigger / Fleeting Operative

The Rigging and Fleeting Loads role involves the use of specialised techniques to safely move and position loads, particularly in confined environments with limited headroom, such as on vessels or within construction settings.

This course is aimed at individuals with existing slinging and lifting experience in the civil engineering, nuclear, renewable energy, maritime, gas and oil and many more  industries who are looking to build on their skills and progress further. Target Delegates

The 3-day NPORS Rigging & Fleeting Loads course is designed for qualified Slinger Signallers with practical experience in lifting operations who are looking to develop their skills in more complex rigging activities.

It is intended for personnel involved in the movement of loads in confined or restricted spaces, where access, headroom, or manoeuvring room is limited. The course covers the selection, configuration, and safe control of lifting accessories, with a focus on managing and guiding loads through challenging and constrained environments.

It is also suitable for experienced operatives who require NPORS Rigging & Fleeting Loads certification and need to demonstrate competence in safely planning and executing lifting operations in restricted working areas.

Pre Course Requirement

Individuals need to be slinger trained and experienced in lifting operations.

For the NPORS Rigging & Fleeting Loads course, the Health, Safety & Environment test for Operatives is required, or the higher level tests for Specialist Supervisors or Managers & Professionals (MAP). It must be the CITB Health, Safety & Environment test.

(THE NOCN OPERATIVES ONLINE HSE TEST IS NOT APPLICABLE FOR THE NPORS RIGGING AND FLEETING LOADS COURSE. IT MUST BE THE CITB HSE TEST)

This is a 45-minute touch screen multiple-choice test consisting of 50 questions. This test can be taken at various Pearson VUE test centres throughout the country. You can arrange your own test and locate your nearest test centre by clicking here.

Revision is strongly recommended for the Health & Safety test; revision books, DVDs and downloads are available from the CITB store.

If you are struggling to get a date for the Health and Safety test and your training course is imminent, if you are training at our Lancashire centre you may be able to take the HSE test at the beginning of the course. Please ask for details and we will guide you through what you need to do.

Learning Outcomes

On successful completion of the course delegates will be able to:

  2. A working knowledge of the law, regulations and ACOP’s
  3. Operate rigging tasks by mechanical advantage for basic, intermediate & complex loads
  4. Understand lift plans and POWLRA give briefs and feedback
  5. Understanding manufactures requirements, inspection and fault reporting

  • Risk Assessments
  • Point of Work Lifting Risk Assessments (POWLRA)
  • Documentation and certification for lifting equipment and lifting accessories
  • Types of lifting appliances/ accessories and their use
  • Chain blocks / Lever Hoists
  • Pulling and Lifting Machines
  • Jacks and Skids
  • Skates & Tirfors
  • Sling angles  Working Load Limits (WLL)
  • Down rating of accessories and appliances
  • Load Assessment Weight, Point of Balance, Centre of Gravity Calculations
  • Rigging and Fleeting- Cross hauling

Successful candidates will be awarded an NPORS Operator Card endorsed with the category Rigging & Fleeting Loads valid for 2 years.
